First of all, return as soon as possible with the permissions to the previous ones, if I am not mistaken, they are 755 or 705. Otherwise, you will quickly get rid of wordpress. You haven't written what the reason is and since you can't upload any file to the server. Because it's definitely not like that from the beginning. And you surely can't load the file from wordpress panel!

You have the message that it cannot be moved - that is, the problem can also be at the source - i.e. in the temporary folder - maybe this file is simply not there?

Check if there are files in the temporary folder, what permissions they have, if the user group (or the user himself) from the server matches the one in the target folder.

I had the same problem 3 days ago after updating WordPress first, check if the amount of space on the server has run out, because I had over 2 GB of temporary files during the installation after cleaning the files the problem still appeared, but sometimes the file could not be sent I have reinstalled WordPress and everything works so far
