Disregard what I said earlier, board house panelization is usually always limited to step-and-repeat of a single design.
Many low end board house explicitly forbid multiple designs per panel. I think Olimex is one that doesn't care - there you can do whatever you want with the panel they offer.
There are other services like batchpcb, that combine orders from many people and do the combination in a panel.
And yet there are other board houses, PCBCore is what I've been using lately, that will do it, but they charge extra, to the point where it's just about the same to make multiple board orders.
The point is, I guess, is that just about every PCB house has a different policy/price structure for multiple designs per panel.
For places that do it, there may be other limitations as well. No electrical test is one. Requirement for rectangular boards is another.
