Without more information it is difficult to help. Certain assumptions can be made with the upper critical frequency. 15kHz, is approximately the upper range of human hearing, so it would appear that you were looking for audio frequencies. However if you're looking to section out the upper, middle and lower, then you definitely need the other(lower) to give center freq, and work from there for roll-off.
