How to Design a 1MW GPR Transmitter and Receiver for 12 Meter Depth Detection?

I'm new member in this site. I'm mechanical engineer and because of my interest I decided to become an circuit designer. Of curse I have a project. Would you help me step by step please? where point is my start? I must know procedure and calculations. In my project I have to Design a transmitter which must send a one megawatt powered wave by antenna and must have it in separated receiver at first. It's GPR as you know. 12 meters depth is my target. Looking forward to you kindly answer.
