Without any further information, it is just any device which uses electricity.
(Aside: A "device" was originally a specific part of the regulator of a clock. It was named after its inventor, Sir Joshua Device, and it is now used to refer to any small essential part of a machine. He was a contemporary and rival of Sir Humphrey Gadget, I believe.)
