The location of this file is the Skype folder, more precisely the Phone folder. What can cause this error? I will point out that when I play, for example, a minecraft, talking on Skype, I get bsod REFERENCE_BY_POINTER. When I am not talking, this is not the case.

Search the disk for files api-ms-win-core-synch-l1-2-0.dll and copy to the location where this file should be.

C: \ Program Files (x86) \ Mozilla Firefox \ api-ms-win-core-synch-l1-2-0.dll
or:
C: \ Program Files (x86) \ Mozilla Thunderbird \ api-ms-win-core-synch-l1-2-0.dll
Additionally:
C: \ Windows \ system32 \ api-ms-win-core-synch-l1-2-0.dll
C: \ Windows \ SysWOW64 \ api-ms-win-core-synch-l1-2-0.dll
You can also install, for example, Paint.Net:
C: \ Program Files \ Paint.NET \ SxS \ x64 \ api-ms-win-core-synch-l1-2-0.dll
