I just complained about DHL and even wrote a complaint to the DHL PL Management Board. DigiKey as per me is not aware of what is happening.
According to me, it looks like this:
DigiKey announces a tender to deliver its parcels all over the world. Whoever gives less wins. DHL has won, but maybe it has overdone the cost, so now it wants to compensate for the end customer. Or the Management Board of DHL PL wants to show profits and tries to stretch it itself, so that the bars are git.

    Z regulaminu digikey dla Polski.
    Quote:
Shipments via UPS: For Digi-Key Business-to-Business shipments where Digi-Key has been provided a validated VAT number, Digi-Key will import shipments into Cologne, Germany (DDP); and under the Intracommunity Supply rules according to article 138 (1) of the Council Directive 2006/112/EC, Digi-Key forwards shipments (CPT) to your destination. For all other shipments in euro (EUR) and Polish Zloty (PLN) without a validated VAT number and for non-business entities your package will be shipped DDP (as defined by INCOTERMS 2010) to your location.

Czyli to polski UPS leci sobie z klientami. Wg powyższego nie powinni pobierać żadnych opłat.

I ordered something at the beginning of December. I chose UPS (because it says all charges included).
Two days later the package was in Poland. And it just arrived to me. UPS held it for 1.5 months. Apparently some customs issues etc. But I did not pay anything extra.

Topic summary

DigiKey launched a Polish website offering direct shipments from the USA with a delivery charge policy (PLN 80 for orders under PLN 200). Shipping is typically via UPS or DHL under DDP (Delivered Duty Paid) terms, meaning DigiKey pre-pays duties and adds them to the invoice. However, customers frequently encounter issues with customs clearance in Poland, including delays, demands for detailed translated invoices, and additional fees imposed by carriers such as DHL and UPS. VAT is charged on all orders, and while customs duties are often zero for electronic components, carriers add significant handling and commission fees, making purchases costly and sometimes unprofitable. An EORI number is required for companies to clear customs efficiently. Mouser Electronics is recommended as an alternative due to its European branches and intra-community shipments, which simplify VAT and customs handling and reduce extra fees. Specific components discussed include UCurrent resistors (0.01Ω, 0.1%, 15ppm, SMD2512), MAXim amplifiers in SOT23-6 and SSOP packages, and other hard-to-find parts in Poland. Users report that Mouser charges VAT at order time and delivers within 2-3 days without customs complications, contrasting with DigiKey’s more problematic import process.
