I just complained about DHL and even wrote a complaint to the DHL PL Management Board. DigiKey as per me is not aware of what is happening.
According to me, it looks like this:
DigiKey announces a tender to deliver its parcels all over the world. Whoever gives less wins. DHL has won, but maybe it has overdone the cost, so now it wants to compensate for the end customer. Or the Management Board of DHL PL wants to show profits and tries to stretch it itself, so that the bars are git.

willyvmm : we are talking about purchases by individual customers, not companies. So what matters is the second part of this quote, which says that the shipment will come directly and not via Germany. Then it is treated as a shipment from outside the EU zone, and not as an intra-community shipment. Hence the additional duties and other costs that are not available when buying on the company.
The quote you gave does not say anything about the fact that there will be no fees for individual customers.

Ah, I don't know. Maybe they changed the conditions.
I am reminded that there was some record that they waive responsibility for additional, unforeseen duties and other charges.

I ordered something at the beginning of December. I chose UPS (because it says all charges included).
Two days later the package was in Poland. And it just arrived to me. UPS held it for 1.5 months. Apparently some customs issues etc. But I did not pay anything extra.

Unfortunately, nothing has changed on this subject. I ordered a couple of things from them recently (I always order from Mouser, but they just didn't have what I needed) and despite the fact that they state incoterms DDP on the website, I got knocked by customs. I made enquiries as to what was going on and Digikey Poland replied that "I consulted the matter internally, I was informed that the delivery of an order on an intra-community basis for individual customers is linked to the value of the order.
An order whose value does not exceed 150 euros will not be delivered on an intra-community basis. Which means that the customer will be responsible for clearing customs duties and possible customs fees. VAT has already been collected by Digikey, so it will not be included in customs costs, this is linked to the IOSS directive."
Interestingly, when asking in the chat, Ms Klaudia replied that "When an order is placed without TIN details, it appears that customs and taxation is required to be paid by the end customer at the time of receipt of the package."
In summary, as many questions, as many different versions of the answer. And the customs officials are already counting up my order
