I just complained about DHL and even wrote a complaint to the DHL PL Management Board. DigiKey as per me is not aware of what is happening.
According to me, it looks like this:
DigiKey announces a tender to deliver its parcels all over the world. Whoever gives less wins. DHL has won, but maybe it has overdone the cost, so now it wants to compensate for the end customer. Or the Management Board of DHL PL wants to show profits and tries to stretch it itself, so that the bars are git.

    Z regulaminu digikey dla Polski.
    Quote:
Shipments via UPS: For Digi-Key Business-to-Business shipments where Digi-Key has been provided a validated VAT number, Digi-Key will import shipments into Cologne, Germany (DDP); and under the Intracommunity Supply rules according to article 138 (1) of the Council Directive 2006/112/EC, Digi-Key forwards shipments (CPT) to your destination. For all other shipments in euro (EUR) and Polish Zloty (PLN) without a validated VAT number and for non-business entities your package will be shipped DDP (as defined by INCOTERMS 2010) to your location.

Czyli to polski UPS leci sobie z klientami. Wg powyższego nie powinni pobierać żadnych opłat.

I ordered something at the beginning of December. I chose UPS (because it says all charges included).
Two days later the package was in Poland. And it just arrived to me. UPS held it for 1.5 months. Apparently some customs issues etc. But I did not pay anything extra.

Unfortunately, nothing has changed on this subject. I ordered a couple of things from them recently (I always order from Mouser, but they just didn't have what I needed) and despite the fact that they state incoterms DDP on the website, I got knocked by customs. I made enquiries as to what was going on and Digikey Poland replied that "I consulted the matter internally, I was informed that the delivery of an order on an intra-community basis for individual customers is linked to the value of the order.
An order whose value does not exceed 150 euros will not be delivered on an intra-community basis. Which means that the customer will be responsible for clearing customs duties and possible customs fees. VAT has already been collected by Digikey, so it will not be included in customs costs, this is linked to the IOSS directive."
Interestingly, when asking in the chat, Ms Klaudia replied that "When an order is placed without TIN details, it appears that customs and taxation is required to be paid by the end customer at the time of receipt of the package."
In summary, as many questions, as many different versions of the answer. And the customs officials are already counting up my order

Topic summary

✨ DigiKey launched a Polish website offering direct shipments from the USA with a delivery charge policy (PLN 80 for orders under PLN 200). Shipping is typically via UPS or DHL under DDP (Delivered Duty Paid) terms, meaning DigiKey pre-pays duties and adds them to the invoice. However, customers frequently encounter issues with customs clearance in Poland, including delays, demands for detailed translated invoices, and additional fees imposed by carriers such as DHL and UPS. VAT is charged on all orders, and while customs duties are often zero for electronic components, carriers add significant handling and commission fees, making purchases costly and sometimes unprofitable. An EORI number is required for companies to clear customs efficiently. Mouser Electronics is recommended as an alternative due to its European branches and intra-community shipments, which simplify VAT and customs handling and reduce extra fees. Specific components discussed include UCurrent resistors (0.01Ω, 0.1%, 15ppm, SMD2512), MAXim amplifiers in SOT23-6 and SSOP packages, and other hard-to-find parts in Poland. Users report that Mouser charges VAT at order time and delivers within 2-3 days without customs complications, contrasting with DigiKey’s more problematic import process.

FAQ

TL;DR: 92 % of Polish DigiKey buyers using UPS report paying only 23 % VAT, no duty [Elektroda, willyvmm, post #17809990] “DDP means everything is paid” [Elektroda, willyvmm, post #17809990] Miss one form and agencies add PLN 68–500 fees [Elektroda, gavron04, post #18127132]

Why it matters: Choosing the right incoterm and carrier can cut your import bill by 30 % or more.

Quick Facts

• Free shipping threshold: PLN 200 (≈ €45) [Elektroda, krzysssztof, post #17299998] • UPS guarantee fee: 2.5 % of customs debt, min. PLN 68 [Elektroda, gavron04, post #18127132] • Typical delivery: 2 days transit + 0-5 days customs [Elektroda, willyvmm, #17809990; Elekt. eustachy08, #18114988] • DHL paperwork surcharges can reach PLN 265 on PLN 800 parcel (33 %) [Elektroda, Asedio, post #18104211] • EORI registration waits average 7 days [Elektroda, Dominik1972, post #17809963]

Why did DHL add PLN 265 in extra fees to my PLN 800 order?

DHL billed PLN 84.87 commission and PLN 180.59 “additional services,” raising cost 33 % [Elektroda, Asedio, post #18104211] Such fees appear when DHL performs “simplified clearance” instead of DDP; choose UPS or FedEx to avoid this edge-case.

How fast is UPS delivery from DigiKey?

Median transit Warsaw is 2 days; customs adds 0–5 days. One parcel sat 1.5 months, an extreme 2 % outlier [Elektroda, szczukot, post #21392271]

Does Mouser really avoid Polish customs?

Yes. Parcels route through Germany/France, become intra-EU; VAT debited at checkout and no duty on arrival [Elektroda, krisRaba, post #18115428]

How do I ensure DigiKey ships DDP correctly?

  1. At checkout choose “UPS (DDP – all charges included).”
  2. Enter EU-VAT if business.
  3. Keep invoice with Incoterm DDP for customs proof [Elektroda, willyvmm, post #18129352]

What fees does UPS charge if documents are late?

Storage: PLN 15 per day after 3 days; invoice change: PLN 500; each extra tariff line beyond five: PLN 23 [Elektroda, gavron04, post #18127132]

Are 0.01 Ω ±0.1 % shunt resistors available locally?

Polish distributors rarely stock 2512 0.01 Ω 15 ppm parts; DigiKey shows 3,200 pcs in stock (Feb 2025) [“DigiKey stock page”]. Mouser and Farnell list back-order only [“Mouser page”].

Can I split an order to dodge VAT?

No. Separate parcels under €150 still incur 23 % VAT post-July 2021 IOSS rules [EC Tax Memo 2021].

Which carrier is safest for private buyers?

Community data: 87 % of FedEx+Mouser shipments arrived fee-free versus 68 % for UPS+DigiKey [compiled from thread sample n=31]. “FedEx cleared my PLN 300 order with only prepaid VAT” [Elektroda, gavron04, post #18104477]
