Perform hard phone reset again and try again the solution in this guide

The same effect during installation does not show the message not installed I think that here is a problem from the operator who installed the info application that does not allow to enter the deep menu (application to block the phone when we do not pay)

The phone has the latest security and it is not so easy to free unlock it but you can. If you can't, it's just a service.

I couldn't fix it, the manufacturer's service was over.
