For a few days (3 days ago and today) I have been receiving, like many other people, messages with weather warnings from RCB - today, a few hours after the fact. I would like to give up on it and here is the problem - they did not give such an option. I have an old Nokia Asha 210 phone and therefore I have a question: how can I block this spam from a hidden number - the name "Alert RCB" is displayed instead. The network I'm in is Play.

This is not SPAM, but a warning, you will probably not disable this service. To be sure, go to your operator's salon.

This is actually a nuisance for older people, for example. I can see it from my parents and neighbors.
At my mother's old Nokia I turned off the sound of the incoming message and the text message, only the envelope icon at the top of the screen remains. Mom doesn't open it, and I delete her texts every few months.
Dad still somehow copes with deleting text messages on an even older Nokia, but when I gave him a newer phone "intended for seniors", he could not cope and returned to Nokia. Same with mom. I only replace their battery every few years.
My eighty-year-old neighbor comes to see me regularly because she is irritated by the blinking light on the phone. As soon as I get a text message with a RCB alert, I can expect a visit from a nice neighbor, whom I show each time how to read and delete the text message. I know that at their age I will have similar problems because I'm already behind with blikami, whatappami, and others.
I solved this "spam" on my phone by adding it to the list of blocked numbers in the "Blacklist Plus" android application - the "add from message register" option. By the way, I block intrusive phone calls from UPC and some agricultural tractor commercials (what would I be doing with the city?).
RCB Alerts - Older people don't read this, younger people don't care. For generations, people have not needed it, and the world is spinning. I understand the intention, for sure it is useful in some areas hit by tornadoes, avalanches, earthquakes and floods. How many times have I received this text message and it hasn't even rained. It's like a story about summoning a wolf out of the woods. When we receive such warnings with a drizzle, people will ignore them and consider them unnecessary spam. There will come a time when the warning will be really necessary and will be ignored because it will lose its power due to overuse and nuisance.

You can give a specific way, Because the alert has no number. As far as I know, it is not possible to block this alert.

RCB alert can be blocked based on blocking certain phrases. Some phones have this option, even older ones with a keypad. It works like this: you have to specify individual words or whole phrases, and all messages containing them will be blocked. For example, "strong wind".
However, it should be remembered that too restrictive filters can block other messages as well.
For example: "at home". In this case, not only will the RCB alert be blocked with its advice "if you can stay home", but also asking friends: "Are you home already? Can we come over?"
If the phone does not have this option, you can install an external application in the case of smartphones.
By the way, starting from the definition of spam as unsolicited message (which most people who use this modern term is guided by), it is the recipient who decides what is spam for him and what is not. It is brazen to say that this is not spam. Everyone decides whether these alerts are spam for him or not. Nobody agreed to the RCB alerts, because they are the result of joint actions of politicians and mobile network operators. Therefore, whether or not an RCB alert can be classified as spam depends on the individual decision of the addressee.

The issue raised in the topic does not apply to the Android phone.

Exactly - your case, and this is what results from the quotation you provided. Recipient - the person receiving the message. The recipient decides whether the message is spam or not. If you treat these messages as spam, they are spam. If you find it useful, they won't be spam - it's just your decision.

Participants express frustration over the inability to block these alerts, which some consider spam.
