Title: Affordable Renesas R5f61725 Programmer for JTAG/UART: Arduino & CAN Transceiver Possible?

I was wondering if there is some cheap programmer to read and write R5f61725 MCU using JTAG and UART.

Crazy thought can an Arduino and a CAN transceiver be used to read and write on that chip?
