The ones from mikroelektronika are pretty extensive, and I've heard they're good.
http://www.mikroe.com/eng/categories/view/6/pic-development-tools/I don't think you can expect one development kit to fit several microcontrollers from different vendors, as they don't always have the same pin-outs. Maybe there is an universal one where you manually route the Vcc, gnd, reset +++ but learning several architectures and development environments at the same time is not recommended (by me).
I'm sorry to say you cannot benefit from my personal experience on this one, unless you're asking for advice on AVRs, which are the ones I know the best. And even then, the one and only dev kit I own is the STK500 which I'm very comfortable with, and can highly recommend for DIP packaged AVR microcontrollers.
