I want to know if it is possible to make a frequency converter, using components like transistor, transformer, capacitor or any other simple discrete component…… I would like it to be able to vary a 12v AC between 75Hz and 35Hz or maybe even lower …… I was thinking of oscillators but i don’t know how...

Take a look at this "voltage to frequency converter IC":http://www.ti.com/product/lm331 You may be able to use this in your circuit.

I believe you want to keep you Voltage constant while increasing or decreasing it's frequency.

Well did you try looking for how to make oscillators with OP-AMPS? Here's a great application note for simple circuits with OP-AMPS: http://www.ti.com/ww/en/bobpease/assets/AN-31.pdf

You should find a lot of interesting stuff there... including oscillators.

George can you describe your requirement a bit more? What is the power requirement and is this a one-off design or do you intend to build many?

For example, if it is a one-off project and you need some power an audio amplifier driven by a sinewave source will suffice.

To use 60 Hz power transformers at 35 Hz operate the transformers at 35/60 or about half their rated voltage. This will prevent the transformer core from saturating.
