PIC 18F45K22

I have problem PIC circuit, i use pic 18f45k22 on my project.. when project on proto board it working as i want. but when make etching PCB board and put the PIC on the board the PIC not working.. i have check the voltage all of PIC pin and it shows correct voltage value as i want.. after i try to put back the PIC on the proto board it working well. and then make jumper between proto board and PCB board by connect using a wire on PIC pin to PIC socket my project is working.. please help why this ha[ppen..
