Would love some advice on what these parts are. Is it a high voltage transformer, inductance coil, and resistor? And how does the transformer work with only one coil? Or two leads?

Ballast theoretically is nothing but a pure inductor coil with two leads. Practically also there will be an inductor coil placed in series for boosting voltage at the starting of lamp. At present electronic ballasts which do the same function are also available.
