Any Electrical Engineer Creative Geniuses out there who may be able to help?

I'm looking for either a link to instructions, or someone who would be willing to give me steps to build an Electrostatic Field at home from common supplies that can be bought in an average city.

I'm not looking to build an Electrostatic speaker, but I do need the field, and one that I can control.

If you could reply, email, point me in the right direction - anything at all would be very helpful.

Need a little more detail in exactly how big your field needs to be and if the field is oscillating or not.

The basic idea behind making an electrostatic field is to have 2 conducting plates(or any surface) and feed it a voltage. It dies down pretty quick as the distance between the plates becomes larger as well. A fun project related to electrostatic fields is the Vandegraff generator which you can look up.

What exactly are you trying to achieve?

I agree with Sree Angara, you need to supply more details.
As he said, the Van de Graaff is a good way to go.
If you want an oscillating field, then the Tesla coil is good.
Both can be built in the home workshop, and there are plenty of details on the web about how to construct them. Look for kits as well.
There are potentially lethal situations that may arise out of playing around with high voltages, depending on how they are generated, so take care,
