You have not provided enough information to answer your question. If your lights are flickering it could be due to internal wiring problems or dirty power from your power utility. If all your neighbors lights flicker at the same time then it is probably the power utility.
If that is the case, there is very little you can do about it is inexpensive. Motor-generator sets and on-line UPSs can be used to eliminate rapid brownouts but both are quite expensive.
