How difficult would it be do design the following board?

I am a business owner and I know nothing about electrical engineering, I need to hire sombody to design a board for me that can do the following things:


Plugs Directly into the wall
Runs linux 
has a power outlett on it that a user can power a wifi router
has a switch that can shut off power to the router and have the computer still run


is this somthing that is especially difficult?

about how much would it cost to manufacture and/or hire sombody to design?

Would I have to talk to the FCC? or get any other legal stuff done to distribute this as a product?
