What is Arduino?

I'm Electrical Engineering Student ! 

And I have to create a project with Arduino, I'm not fimiliar with this chip can you help me to take startup with it?

Firstly, there are quite a few variants of the arduino processor boards, so you need to decide which one to use.

There is so much info on the web it may appear overwhelming.
As a student, you are going to have to do some reading, and make some choices. If you have not done any or much coding, then you have to learn that as well. The IDE supplied does the job, but is far from optimum.
