Would you please share your valuable suggestion on which vendor is best to provide hardware and software solution for substation automation? ABB, SIEMENS, LANDIS+GYR, SCHNEIDER ,ETC are world renowned, But we need a quality solution with by cheaper / reasonable price due to budget limitations.

It's been awhile I discuss about this substation automation but speaking of hardware and software solution for that field, it depends on the resources you have not only on budget but also for the people you have.

You can have either of those renowned brands since they have a proven and tested product that resolves having a quality product.

Next thing to consider is the application, since you are in a budget you need to work on the design of your substation automation and planned what exactly suits into your system. Have a private consultant, if you don't have or if you are not confident enough to take the design you have. After the design, then consider the people who will apply this design.

If you do have people who can handle software development, assuming that you have people who can handle the hardware since you are into this field, then let them work on it. Develop your own system for substation automation surely suits and provide exactly what you need, this resolves quality application.

Having these things to consider may help you to acquire a quality and cheap solution you are looking for.
