Applying for Electrical Engineering Jobs After Military: Entry Level or Experienced?

I am retired military with many years of personnel and project management experience, but I am graduating in December with a bachelor as an EE. I have been told to apply to positions as experienced because of my background, but keep getting denials from HR. Should I only be looking at entry level positions? And, if so, how do I tailor back my resume?

 

Hopefully there is someone out there that has been in my shoes and can help me with this issue. 

You don't say what sort of jobs you have been applying for, are they more in line with engineering, or in management roles,

I have been applying for different types of EE positions. My background is in military avionics and logistics. As with the military, you can quickly be promoted out of your job and be placed in management/leadership.

My resume has most of my experiences in a functional format.
Being my experience goes back over 25 yrs, I was told a functional was better than chronological.

I can't really be of much help, but would make the following observations.
You probably need to keep the resume short, one page is about the limit for businesses where they are handling a number of job applicants, and they tend to be interested in what you have done most recently. I think you need to emphasise your flexibility, after all, you have just completed an EE, not so easy as you get older.
