Building ultrasonic system which works behind the wooden fence

Hello,
I was wondering if we can build a powerful ultrasonic system, which works behind the fence to stop a neighbor's dog barking?

I've tried using the product available in the market but none has been effective behind the wooden fences.

You can build a system composed by many amplifiers at high frequency (more than 20 Khz, like dogs sounds).
You can generate random sounds ath this frequency. But you need very powerful tweeters to do this.
