Checking Stability of Wired Internet Connection: Identify Provider or Personal Issues

How to check the stability of the Internet connection - once the Internet is good and once it is poorly open, I would like to know if it is the fault of the provider or mine. I have a wired connection (without a router).

I usually use the program - PingPlotter to check the stability of the link over a time lag -> https://www.pingplotter.com/products/free.html

Dostawca internetu powiedział że z ich strony jest wszystko ok,być może spowalnia coś program antywirusowy,jakiś program inny,brak aktualizacjii windows 8 itp.

See what ping I have, your ping is very unstable,
I have a ping with Ruter.
It depends on who is the supplier and distance.
Although you do not have any losses because then it sneaks at all.
