You have a limited budget so you need to save on something. You can add RAM if you deem it necessary (as long as the laptop has a free memory slot). 4GB is enough for moderate applications (internet, multimedia). You can also run games that are not very demanding (although let's face it, such a laptop is not a gaming equipment).
The i3 + 4GB is much better, the processor is non-removable and the RAM can be added. Already the mobile I3 in the U version are not the peak of performance, let alone the N4200, which is half slower
