Speaking of Powershell, instead of fixing embedded applications better, IMHO, will use the command: DISM / Online / Cleanup-image / Restorehealth (Powershell running with administrator rights, in case of application repair also). After the procedure is completed you can repeat sfc / scannow (from CMD with administrator rights).

I have used Cmd and Powershell and nothing helped.

I've tried everything, but only restoring the old Windows helped.
