Win 10 64bit - The start menu, taskbar and photos are not working.

Hello. I have problem with my computer. I am using 64-bit Win 10. After the last virus removal, some of my computer's functions began to fail. I tried to solve the problem myself using sfc / scannow, Powershell commands, I used a Windows tool to diagnose problems (I have no idea what is called, but they were activated in the menu after resetting with the left shift pressed.) An error occurred.) Closing and opening the process explorer.exe. There will be several of them, so let me point them out:
1. Partially, the taskbar does not work. All icons work, you can pin them, but there is no option to click on them.
2. The Start Menu button does not work, but in this case I can click PPM, which displays a list of basic things (programs and functions, system, CMD, the ability to turn off, etc.)
3. The taskbar search tool does not work completely. The task view and store function without any reservations.
4. Pictures do not work. A black screen pops up, which after a while changes into a mistake: "The application has not been started".
5. The strap does not hide in full screen mode on YT.
6. The Date and Time, Internet menu, volume change and Notifications on the right also do not work. The clock shows the right time, but you can not turn on the date change menu.
7. Groove Music does not work.

I was struggling with a similar case and nothing helped. You can create a new account, if it does not help, make a copy of the data and use "restore the computer to its initial state".

Restoring nothing has changed, and when you try to create a new account is a gray screen for a while, which disappears after a while. I can not create a new account.

Run the cmd window with administrative rights and there:
net user / add new account password
net localgroup Administrators new account / add

Once done, log in to the new account with a password.

Even Win + x does not work on the new account. The rest unchanged.
