I have a question if there are any cables that you could charge your laptop via USB powerbank. I mean something like the picture unless there is another way out.

You can't do that. USB is 5VDC with a capacity of 500 mA and laptop battery charging is 15-20 VDC and 1-4 A.

But for example see guest loads from the powerbank at ease and how? There is a way.

Nonsense. NOT via USB! You can build a powerbank even on the basis of batteries from Kamaz and charge it. Only that through a dedicated laptop socket.
