At the beginning I checked the file on VirusTotal, there I got the information that there is no fear - (0/72) detection.
It is really hard to find on the Internet what it is and what it is for, but somewhere I finally managed to find a similar program from another manufacturer and they gave me information via e-mail what it is. Basically it's some DRM or something, different manufacturers or application developers add it to their programs. This version above, from what I found out, installs with some cs: go plug / changer. I asked and got information that the plug / changer needs it to work, because the license is checked using this program.
As a colleague wrote above - it can be removed or turned off when we no longer use the program with which it came, but to use it again - it must be turned on, otherwise an error checking the license will appear. In the end, I found that you can actually leave it, because the program is only awake and does not do anything important until you need it.
To sum up - background service for checking licenses for other programs.
