I want to find a switching regulator "deally" or plans that would convert the 17 or so volts from a solar panel into a perfect 3.65 volts, one that could handle like 10A output, to charge a single 10Ah LiFePO4 battery, (since the panel puts out 1.7A).

I understand ohms law and a little about transistors...

Check out this DC/DC µModule by Linear Technology. I think it can do what you need.

Consider, though, that you're not going to get 10Amps from that solar panel if it is only supplying 1.7A at 17 volts--not even at 100% efficiency. 17*1.7 is 28.9 Watts. 28.9/3.65 = 7.92 Amps. That's the maximum possible. It will actually be less.
