with the atmega168 there would be a 16MHz crystal going out to 2, 22pF capacitors. would a substitute be to have the crystal pins go out to 2, 8MHz ceramic crystals in a series?

No, it doesn't work that way. You must use a 16MHz crystal.

There is no such thing as a "ceramic crystal". There are crystals, and there are ceramic resonators. You may be confusing the two.

You can use an ceramic resonator but you have to check the coupling. (cap may be different )
And of course if you use 2.8 MHz it will have an execution rate at 2.8 M instructions.
