when i give a 4.5V dc supply to my chip 8062a and leave the other six pins empty, i get a voltage between any one of the other pins and the -V supply.
is this normal? i thought it should be zero

I am guessing you are talking about the OPAMP 8062a... if that's the case well, 2 of the other 6 pins are outputs and 4 are inputs. Since leaving inputs floating will cause them to have a voltage drop (static from the air or any other EM interference) those will get amplified at the output and they will be visible (in some cases even cause the part to break) yes it is normal to have voltage on the other pins... but that's incorrect usage.

There is leakage current through the ESD protection diodes that are connected from each pin to the V+ and V- pins. And these ESD diodes have leakage current. This tends to pull any pin toward one supply rail or the other.

It is not due to static from the air or EM interference.
