I'm not sure if I've got this right, but it sounds like you're asking how to write hex data into a PIC (specifically the 16F676).
You didn't say whether this is for production or for piecewise (i.e. development phase), so I'm going to assume the later. You need a "Programmer" such as the PICkit 3:
