Can someone help me construct an automatic power switch that can switch automatically from a generator set power supply to a government electric power supply with alarm system with its calculation?
Input power supply: 240V

To switch ON / switch OFF a load to ~240V -- use the Optocoupler + TRIAC classic schemotechnics (like into the attached picture but with the BTA24, BTA25, BTA26 or BTB24, BTB26).
Or use the ready to use Opto-TRIAC (like S201S06V).

Eug, can you specify the maximum voltage value that goes into optocoupler.

See attached image.
This is classical using of optocoupler. D1 used like Zenner diode that take 0.7V on the LED inside the optocoupler.

So, switch on DC can be 0.7V up to high voltage.
Up to +24V the resistor's value of 330 Ohm is enough.

If input voltage is highest -- recalculate the value of R1:
