While watching video, I have seen this statement "oscillating electric field oscillating magnetic field not electromagnetic wave". I don't understand what he really mean. Thank you.

What he probably meant was alternating electric and magnetic fields - both of which constitute what is known as an electromagnetic field. Basically an oscillating (alternating, to be more correct) electric field sets up an oscillating magnetic field, which in turn sets up an oscillating electric field and so on - an electromagnetic field.
