Channel Marker Project

I want to build a circuit that takes 110 vac (house current) as it's input. The input is fed through a dimmer which varies the voltage. Then the output from the dimmer is fed to a circuit that varies the output on and off. The on/off cycle output can be varied such that the off time can go from 1 second to 60 seconds and the on time can go from 1 to 60 seconds.

So this "box" will have a power cord, three potentiometers...one for voltage (really just a mounted dimmer from Home Depot) one potentiometer for off time and a potentiometer for on time

Thank you! I think this just dims the bulb, which is something I can buy at Lowes and would be a part of my project. I need a circuit that will turn the bulb on and off and be able to vary via potentiometer the on and off times.
