I would like to build a circuit to step down a 600VAC signal to a 300VAC signal so that I can measure it safely with my 300VAC DMM. Can I do this by building a capacitive voltage divider? Two capacitors with one of them in parallel with the DMM? Is this the best way to go about it? Your responses would be appreciated.

Have you thought about using a transformer?

Yes. That was the first thing I thought of. I can buy a 600:120 low voltage potential transformer, but for my system, the current in some cases will be too high for the DMM to handle.

Transformer is the safest way to do it. Not sure what you mean by current being too high.
All you are doing is reducing the voltage, the current should not be an issue, the only load the transformer sees is the DMM. The transformer will draw a little current from the source, by way of magnetising current, but that can be low with the right transformer,

You are working on 600V equipment, so tell your manager that you need a DMM that will handle 1000V ! The company should buy you one immediately ! Yes, that means TODAY !
