PCB design for this system is only a very small component of it. This is not a simple piece equipment to design and construct, and needs to be built with some care. You are dealing with dangerous voltages, isolation, grounding, creepage and clearance, and adequate copper for carrying the current are important issues just for starters.
At the currents, voltages, and frequencies you will be working with, the design of the power switching stage is not something you can do without some experience, and the PCB layout will be quite critical to meet the performance requirements you have mentioned, adequate copper in the correct locations is needed for the high switching/circulating currents involved, which means careful PCB layout and routing. You don't say what the load is, but if it is highly inductive or capacitive, that adds a further dimension. You need to say a little more about what the system is for,
