Phone Power Supply

Pretty new to electronic and need some help.

I want to know that if I want to build a power supply and I can't get the exact voltage I need, Is it advisable to use a higher voltage or lower voltage. eg. If I want to build a mobile charger which requires 5V but I only have the components to make either 4.7 Volts or 5.6 Volts. Which one would you recomment for me.

If your desiring to build a mobile charger, first, its not just the voltage that you would look into, there is also the current factor. Voltage, which is like the strength of the supply, and Current (measured in Amps) is the quantity of electricity,

Voltage: When trying to match a supply to a device, you need to get the voltage right... if the supply voltage is too high, then it will damage your device. If the supply voltage is too low, then your device just won't work.

Current: When looking at current, you need to ensure that the Amps rating is higher than the device needs as it will only use as much electricity as it needs. If the rating is too low for the device, it will be trying to get more electricity from the supply than the supply can provide, and so it will get hot and possibly explode. If you had a supply that was rated at 1 billion amps, then it would happily power a tiny bulb... it just means it could also power 1 billion bulbs or more a the same time!

So, the possible dangerous situations are:
If the voltage is too high for the device.
If the amps are too low for the device.
