What is the best website to download footprints and symbols for free? 

For what? There are all sorts of formats that depend on the package the footprints and symbols are to be used in. Some come from the chip vendors, some from the chip sellers, Digikey, for example, and some come from the software package supplier themselves.A bit more information would help.Additionally, you can create your own footprints based on the free  PCB Libraries Inc. software to the IPC-7351 standard.Cheers,Richard

Justin,What CAD package are you using? Everyone has their own repositories. As Richard says, I would recommend creating your own footprints. Downloadable footprints are notoriously unreliable and often get a bit "creative" with the standard footprints. I point to Eagle CAD's definition of an 0402 as exhibit A. If you do download the footprint you need, I strongly recommend you go through each measurement and check dimensions. Nothing quite as unpleasant as getting a fresh PCB and having the assembly house kick it back to you because everything is 0.5mm shifted to the left. Watch out for snakes,Jason Betournay 

Checkout snapeda.com. The offer a whole lot of footprints for free, cover a lot of CAD software, and have some paid expedite services.If you make your own footprints, don't assume anything. Get the datasheet and follow their dimensions as exactly as possible. Being a manufacture, I give two caveats to that statement and those are 0.4 mm pitch micro BGAs and QFNs. The standards and the component manufacturers aren't always up to date with those two form factors.Read these articles for some background:
