in single phase distribution transformer whose primary is connected to only one of the MV phase conductors (like the one seen in the attached picture), does it mean it is possible to string only one wire of MV from a three phase MV line??

Hi Partick,

From three phase to single phase, it is possible considering you have the neutral line for that single line.

But for load that is three phase supplied by single phase needs to be modified, so that this 3-phase device will run. Signal delay components such as capacitors are needed, so the signal from single phase can produce other signal phases to have 3-phase signal for 3-phase device.
