Issue with High Induced Circulating current in 115kv underground line

Gents,We are facing a problem with high induced sheath current during line testing with cross bonding.initially, we got 27amps in link boxes when we injected 70 amps in the line.later with few suggestions from our design consultant and cable manufacturer, the induced current dropped to 15.5 amps.check the attached sheets for better clarification.even after improving earthing and making changes in link boxes and disconnecting one small section sheath from the ground, we have still 15.5 amps.please provide expert advice and possible suitable solutions.awaiting your questions to answer and further discuss.

first, we improved grounding at all the link boxesthen we modified the system with continuous cross bonding, as per our design consultant.even then we got higher values as shown in the table attached.

Our Cable manufacturer gave below advice and we got 15.5 amps as the highest value.
Recommendation against Observation 01   1.  In order to minimize the effect of unbalanced
cable section No. 06 we propose to make the Joint at JB 06 straight and remove
the cable sheath to ground link. In this case we will have make link box at
joint bay 07 direct earthing and link box at Joint bay 09 must be changed to
cross bonding.
