Application to remotely block devices on the modem network after switching from UPC to Play

Hi. I am looking for an application that will allow me to control devices connected to a given network/modem. The idea is to be able to remotely lock the network on a given device at a given time. The UPC network had such an application UPC CONNECT, but after moving to PLAY this application is no longer there. Thank you for any help.

the Play24 app does not allow this?

I have a UPC CONNECT modem, the white one, as UPC was, even before it merged with PLAY. To set up an account on the PLAY24 app, do I need to have a phone number with them?
