This would be possible during the heating season if there was a valve in front of the radiator not only on the supply branch, but also on the return branch. You can then cut off the water supply to the radiator. The new radiator should have a vent (then it can be installed and vented easily). Speaking of the administration's consent, I changed the radiator in my bathroom (over 10 years ago) (outside the heating season) and the administration may not even know that I have a different one. I also immediately installed a valve on the return branch (it hadn't been there since new), so that I could later (e.g. repair tiles or paint) remove the radiator regardless of the season. I changed the same thing in the kitchen. It is better not to try this freezing unless a specialized company takes care of it.
