    well, because I have two routers :)
    It's like this ;)
    the first one is a tp-link tl-wr543g and there I have the internet connected and from there goes the cable to the computer from port 1 and from 2 goes the cable to router 2
    router 2 is a tp-link tl-wr740n

    tl-wr740n - you upload an alternative FW and split the link as needed - make sure which hardware version.

    The easiest way is for your sister to turn off movie/music downloading programs and not sit on youtube (possibly watching online videos). This will suffice completely.

    You have too low upload and the link gets clogged. For this even QoS or other brandwidth control will not help.

    Well chlipie set Bandwidth Control to OFW - other advice won't be there I don't know what else you expect - you can always change the soft to Gargoyle
