Did you read this manual or not? Because I don't think so.

E09 - pressurize the installation to approx. 1.2 bar. Then the boiler will start both for DHW and central heating. The boiler will not start below 0.5 bar pressure !!

I do not know from what year the prod. there is this cauldron. If from the newer ones after about 2004, you have a black knob under the boiler. You set the boiler controller to the bar value and unscrew the slightly black knob under the boiler. You will hear water flowing into the system. Allow to 1.2-1.5 bar and the boiler will start. Turn the knob when finished

There is only one rule - as the temperature rises, the pressure in the system increases.
read - the pressure you set should be done on cold water in the range of 1.2-1.5 because if the water heats up to, say, 85 degrees, the pressure will increase significantly.

Either a damaged exchanger, or the pressure sensor shows wrong. Completely drain the water from the boiler. Then it will be known. It should show 0 bar.
