    Hello.
Laptop with windows 10, it was working normally and all of a sudden I can't install anything because it pops up "This application has been blocked for protection". It was running under the administrator account. UAC turned off, computer restarted, av turned off. I can't find anything about this thorny message - HELP :)

No, the defender doesn't work because it's AV. It turns out that I can install programs as an administrator, the blockade applies to the printer driver CD, various printers and .exe drivers. Turns out w10 is blocking the installation of drivers. Strange because these are original discs and original drivers. Anyone have such a case?
I have just checked on 3 other computers with w10 and it is the same :) it looks like this is a general Windows 10 problem.

I have not contacted Microsoft but found a solution.
You need to run cmd.exe as administrator
    and enter
Net user administrator / active: yes
log into that administrator and you can install everything without any problems.

I confirm that you need to open CMD as an administrator and paste this text - it differs from the previous one given above with an additional space, but without this space it will not go - at least it did not work for me
Net user administrator / active: yes
and then you can log in as an administrator and you can run an application that has not worked so far - in my case, the original plate for a samsung printer
I am adding this instruction because I was looking for a long time in Google and nothing worked just because there was no space between / and active: yes
Maybe it worked for others without this space and that's why there are so many instructions on the internet with such tips
