Dell laptop. After upgrading to Windows 1803, it is not possible to print to any local or network printer. When trying to print a test page, the message: operation could not be completed (error 0x00000bbb). Unable to create a print job - the operation could not be completed (error 0x00000bbb). Unable to create print job.
Restarting the print spooler, deleting jobs and printers, uninstalling all printers, changing registry entries does not help.
The methods from the hp forum and from these links also don't work.

Restore the system from before the 1803 update
Clean windows installation

it didn't work either:
After trying EVERYTHING and spending a full day with MS Support - here is the resolution if your issue was preceeded by a Windows 10 update
WINDOWS start
cmd.exe
enter
right click to execute as Administrator
type
cd \ Windows \ System32 \ spool
enter
type
cacls.exe PRINTERS / E / G administrator: C
enter
Reboot
Should work. If issues persist, you may want to also execute the above, substitute your user name for "administrator" in this line:
cacls.exe ....
WE CAN PRINT AGAIN !!!!!
