I live in a block of flats with two apartments on each floor. There are two counters in the corridor (one for each apartment) and two fuses
pre-tax also one for each flat ..

I recently broke the cork and replaced it with a new 20A. In the energy contract I have written: security. 20A, 1 phase and approx. 4 sq. M
The old cork was 25A. Out of curiosity, I checked the cork of a neighbor who does not currently live here and has 20 A.

A year ago they exchanged meters for new ones and it is strange that they did not notice the difference, maybe they did not even check, they sealed security ..
I have little time because tomorrow a power fitter may come and put a seal back on me, so I want to ask what maximum fuse can I put?
I put 20A but the question can I give 25A?

You can't - the connection conditions don't allow it.

    So it's supposed to be.

Now meters are exchanged by subcontractors and they are not really interested in something for which the client does not pay them.

I understand that it is more about legal issues than technical? because I went to 25A for many years and nothing happened

I still have a question, since I have 20A before the meter, the sum of all fuses in the apartment cannot exceed 20A?

At the moment I have three: contacts 16A, Light 10A, bathroom 16A which together gives 42A

But you probably do not connect bulbs with a total power of 2.3kW. Fuses are used to protect cables and other installations. At least in normal countries, because in Poland counter-counters are also used as power limiters.
It remains to get used to it. Or ask for more power allocation and upgrade your downstream installation if required.
