VW T4: Horn Not Working - 5V Instead of 12V, Steering Wheel Voltage Issue, Fuse Box Jumper

Hello. I have a problem with my horn, because the horn plug has 5V and it should be 12V. I checked the steering wheel and to my surprise, touching the wires coming out of the steering wheel, there is 6.8 - 7V. Giving the minus directly from the battery to the jumper in the fuse box, it elegantly trumpets, but when I touch the steering wheel, it's no response.
I have a schematic here, but with a relay and I would like someone to convert it into a jumper, as it is in the car.

The jumper probably connects contacts 86 and 87 in the fuse socket, and the problem is probably the result of saving a few zlotys on the relay - burned movable or sliding connections at the steering column.

I just cleaned the slide, because the contact socket itself was also cleaned. And as for the jumper it was from the very beginning and the horn once operated, now there is no response at all. He adds that there is one horn and jumper in the car. please do not follow the pattern

After measuring everything possible, it turned out that the culprit of the non-knocking horn was one of the pins on the control handle, the red pin 1 on the right side after cleaning, it worked and it was nice the horn works on the pins of two cubes on the right side a large cube pin No. 1 and a small cube pin No. 3 may be useful Greetings
