    My question is whether there are other options to check the hydrostat, e.g. with a meter, can the hydrostatic test described above give 100% certainty that the device is operational, can this condition be caused by poor operation of the programmer or other devices?

    Does the water draw-up stop after turning off? Of course you can check the hydrostat with a meter. Disconnect the plug from the power supply. Check with a meter using an ohmmeter, preferably a walk check on the meter (if available) along with a beep. After blowing into the tube, the state of the contacts should change, and the meter will also show a change of state to open or closed.
