Find My iPhone ON, iCloud Status Clean: iPhone 6 Ownership Clarification, Apple ID & Password

I bought an iphone 6 and after checking imeiu it shows something like this:

Find My iPhone ON
iCloud Status Clean

The seller reserves that he is the first owner and that he removed the device from the icloud account.
He even gave me the apple id and password to the icloud.com account in which the iPhone was supposed to be. After logging in, there is no find my phone tab or any device visible at all.
Does this mean that the phone is assigned to a completely different apple id?
As a rule, I avoid phones with icloud and I do not know much about it, but this case interested me because after logging in to the account there is no find my phone tab visible at all and it appears that the device has an active find my phone lock.
